Bureaucratic corruption in African context is opportunistic (rent seeking) behavior.
Bureaucratic corruption is related or associated with the scope and extent of laws
and regulation of economic activity. Corruption cleanup programs become unlikely
to succeed. They have analyzed about how to advance the public choice approach
as the most effective and intellectually satisfying framework to cleanup corruption.
In Africa, compensation or salary for the civil servants is substantially low, which
is true for many other developing countries. They would like to compensate for
their low compensation in some deviated ways and means. The best way they
choose is the bureaucratic corruption. How they do it? Bureaucrats do it by
lobbying lawmakers and politicians. They also engage in other activities to
influence the political system and maximize their benefit. Many civil servants
illegally earn some money to increase their compensation by providing services to
interest group and businessmen who seek favors from the government or the party
in power. Some politicians who would like to or who are engaged in obtaining
benefits by re-distributing income also bribe the civil servants. Because civil
servants are in a position to implement the state rules and regulation and the
development plan.
