Bureaucracy: A constraint to development (Part-1)

Most of the countries including developed and developing ones are run or
operated through a system of public or private sector bureaucracy. Bureaucracy
is necessary. However, it is also considered that bureaucracy works as a
constraint to development. As a development constraint, the bureaucratic
problem is of relatively more intense in developing countries including
Bangladesh. The political-economic theory of Flexisn advocates a compromise
between bureaucracy and development with a view to minimizing the
bureaucratic tapism and maximizing the development goal.
