Bureaucracy: A Hypothesis of Relative Position in the Society

People of all levels are interested in economic-, social-and political position.
However, people are not equally interested in everything. For example, the
poorest of the poor family is mostly interested in things needed for the survival
of their life and living including the food or three meals a day. They do not care
much about the social or political position. They participate in the politics only
as a voter. They also do not care much about taking the role-play of a social
leader. The very affluent people or the people of upper income class are not
very interested in the job of public or private sector official. Or they are very
little interested in the job of Government officials or bureaucracy in particular.
They have a lot of substantial amount of inherited property from their parents or
fore-fathers in addition to their present income.
